I know how to decrypt an EBOOT.BIN into an ELF (using fail0verflow's tools from long ago), but Black Ops has NPDRM and I haven't had time to look at how decryption works on NPDRM EBOOTs yet. I know that some NPDRM tools have been made.

1.02 debug doesn't have NPDRM but 1.01 does. Try 1.02

If you notice that ihate's eboot has 39.0.0.0 hotfix numbers so that must be an old eboot, I think it's 1.02 debug, edited and then made into npdrm with fail0verflow's or geohot's tools.

EDIT: Ace, it would be RPAD, not APAD. APAD is xbox and RPAD is right thumbstick for ps3.
