I'm from UK were the game is a 18+, if it is different were you are sorry but it's about are old enough to play it, you maybe mature enough but this is about being old enough to play it.

Here in the states you need to be 17 to buy Black Ops. It's rated M for mature for players 17 years of age or older. The equivalent to your 18+ rating.
