Why not? Why encrypt their server if no one is supposed to access it. Maybe they wanted to keep that file simple so they can edit it and have easy access to it. If it were me, I probably would use a file like that, just because i'd be so cocky that no one would hack my server. And we all know treyarch is one cocky son of a _____
