you just do the Sickle lander glitch then fall towards the railroad like tracks that put the rocket in place. get under the rocket and look down you will see the platform in the room next to the PAP just jump down and you are there. Even if you PAP you can't get out until the rocket is called and no zombies will come to you, so it is not very useful.
