If you're offline or have no internet connection the maps are disabled and doesnt show up.
IDK why its like that but it sucks.

They want to check if you actually bought them, so they check your PSN downloads

On any other COD game you could be offline and you'll still have all the DLC. This just enables and disables,which is stupid.
