Well i did, and you can activate them but i think you can activite them in a sequence, starting off you can activate the phone inside the Flopper machine by holding SQUARE, then i still dont know jet which one is second

This could lead to a new easter egg

Well the phones can be answered when they ring and they are linked to the map five u can hear a message from each of the characters from that map.

and one in de starting area, on a bureau.
