I've read many complaints of this; the simple answer:
Treyarch wants to be the best game manufacturer in the world, and they attempt to do so by making a game within a few months. The actual date that Black Ops began its construction was In June of '10. This (obviously) will bound to contain almost as many flaws as MAG! Hmm... who would've known?!
OT: The reason you're lagging is because Treyarch couldn't code the game to update your friends 'current status' without stopping frames, then refreshing them.

First off what is this lag ?
Is it a delay between what you see on the screen or a network problem delay
If it the screen one then it should be a constant delay no ?
Offline and online play should be effected.
Of course i guess when you say lag you mean framerate drops which mean a fast pace game becomes delayed.
Low framerate gives the impressive of a delay
Produce time does not matter in this case trey are running on the industry standard. 2 years or about.
Still don't understand how downloading data would effect the framerate which is dealt with using the GPU not the CPU. It quite small :/ and to decode it super small.
Reason why you have framerate issues online or and a delay is simple
High ping clients allowed to play.
Ping rate on consoles is very high 80-200ms easy
Framerate is due to you rubber banding off the host cause your lagging.
Unless the game harsh with who can play and who cant you wont fix it
Sooo guys on wireless at 0-70% out
Easy test
Test the delay offline
Online in a public game
And online with a friend near you within 50miles
As for why xbox is better for this game.
Couple factors first MS have built in client filters and second lack of wireless or was means less high ping clients
