I'm assuming this has to do with zombies.

Nextgentactics did a video on finding all the echelon codes in the game, you should ask him. maybe he knows something about this. I actually took into consideration of what he posted a couple months ago, echelon refers to JFKennedy's book, page number is somewhere in the code along with the line of the words, the words corresponds with the coding and when you decyfer it, it will be a number which corresponds with the alphabet.
