The best way is to set the numbers is to start from the first one (Top Floor = 1st).

When the first is "2", change the third until you get a "7" in the second one.

Then change the fourth until you get a "6".

The next step is to change the second until you get a "4" in the third.

Change the first one until you get the "2" and the "7" again.

once you have the dials set you can go to the power room and set the switches and the wheel. hit the left lever once, the right lever 3 times, and the wheel to the right twice in that order(although im not sure that it matters.) then after that you have to activate the fog horns in a specific order. 1st one is the one next to the pool of water below the light house right after you jump off the ledge near the slide, the second horn is the one directly to your right back up in a tiny cove after you go down the slide, the thrid one is right on the corner of the room with flopper near the entrance to the light house, and the last one is on an island after you go down the slide again. hitting them in this order will make a green beam of light hit the light house. then you take the VR11 and shoot a zombie at the bottom of the light house. it will get sucked up in the beam of light and you have to shoot the crap out of it with everything you got to kill it. this will drop the golden rod which is the last step to freeing the prisoners.
