Foghorns only needed for co-op easter egg..... you activate them after doing the levers and wheel step in the power room. just activate them once in this order:

1st. The one by the pool of water, left of the bridge.
2nd. The one directly right after coming down the slide and out the tunnel by speed cola.
3rd. The one just outside the lighthouse bottom floor door, against the bottom of the flopper bulding.
4th. The one directly ahead of you after you go down the slide and past speed cola.

This then activates the green light into the tower so you can move on to the VR11 step.

i dont know why but i did this exactly like this. i even did it in under 10 seconds with my teammates and nothing happened. we got so pissed because we got that far and it wouldn't work. we know for sure that we were on that step and we did it in the exact order everyone says.

most likely because you didnt start from fresh. By this i mean that at some point someone has pressed a foghorn and therefore your sequence from then on is always wrong. eg. should be order 1234 but if someone has activated one before even rounds before then your actually doing 2123 or 3123 or 4123 each time and therefore its not activating that step of the egg. Best way to notice if this is happening is you should hear the same sound the box makes when it dissapears (minus the laughing) when you've entered an incorrect sequence. Same story with the activating radios step. Simple to reset just activate them till you hear the sound indicating an incorrect sequence and then continue in the proper order.
