Dont they just use the same kill streaks as player one who can change them, as far as i know this is how it works.

Not in offline splitscreen. The other players can access the killstreaks, but they are grayed out. There has to be some way to make them available for all players, my friends get real annoyed not having to be the one with the chopper gunner all the time.
