It's probably just that you have a bad connection at home... At the player match menu press select and choose LOCALE ONLY which makes it so you play with people near you, which may help with your connection problem. Are there other people at home on the computer? That could cause lag as well. When my parents are downloading stuff I sometimes lag really bad.

1- Make sure you opened all the ports needed for Black Ops AND PSN;

2- Use Locale Only when searching for game lobies;

3- You might want to reset your router (switch off/on)

4- (LAST RESORT for NAT type open) Put your PS3 in DMZ
