I really hope it's like a upgraded ammo perk because it sucks when you run out of ammo on your upgraded gun.

If you're talking about wall weapons, then yeah, kinda. But the only wall weapons worth upgrading are the MP40 and M16, as they are great weapons and they can pay for themselves.

Oh and on CoTD, I never run out of ammo for my guns because there is a secret way to get more power-ups (drops), including max ammo (See, there is always a way to get ammo on every map)
