Its not that difficult to kill him... make sure the box is on the power switch side of the Ship so that you could access it ASAP. You should use the Mustang and Sally, the Ray Gun and the Scavenger to try and kill George.
Upgrade the dragunov if you get it takes alot of health from him will even kill him pre 15th rnd 2players...

His health will never increase except if you play with more players. The Scavenger especially upgrades does insane amount of damage from him. Already the normal Scavenger damages him ALOT when you exhaust your ammo for it.

He does not regenerate health unless you shoot him with the Wunderwaffe.
Also he regenerates if u shoot him with the upgraded VR-11 and make him go under the water, he was almost dead then we hitted him with the VR-11 and when he came out of water again he was clearly full of health
