Follow These Steps To get it to Work.
At the bottom Right corner it shows your connection and party privacy. If your Party Privacy is Closed that will help some. If your NAT type is open, you might want someone with a strict NAT type in your party. its easier to get in a open lobby when your friend has a strict NAT, put your search preferences to local only
Example: Im from USA and A guy i Boosted with was from france. We got into a open lobby everytime

When I boost I always host and I just set to closed and Locale Only and I get into empty lobbies... The only thing that pisses me off is when gay with 0.75 K/D stay in a empty lobby for 10 ****ing minutes and whenever I try to find a lobby I get into their lobby !

:lol: Without being a dick, this has been posted already ( a long time ago ) and I think that most people would have figured this out by now, Anyway, I should imagine that it depends on how many lobbies are sat there with people in them and waiting to be filled. It's not just boosters that do this.

yh i noticed this with my friend that has a strict nat type :O he gets all the terrible black ops players so hes basically playing Combat Training online luky him
