Not really because Richtofen created zombies. He doesn't want to destroy them. He wants them control them and have world domination. Maybe he will use 115 to control their minds or stop them from going berserk. And then Takeo will remember his past and somehow stop Richtofen with the help of Nikolai and Dempsey. Just a theory.
