I have got all 3 map packs for b ops on my first account so I should be able to play them on another account correct?
Or so I thought until I got a new xbox where it only allows me to play it on one account not all of them.
So, can anyone help me play then all on different accounts.

if the other account is another xbox then no.
the dlc goes to what account downloaded it and other accounts on that xbox can use it also as long as they are on the same xbox as the account that got the dlc.

So if I licence transfer it onto my new xbox, I can not play it on my other accounts?

im not sure about license transferring. all i know is that if you want to play dlc on an account that didnt download the dlc, then you need to put that account on the other xbox along with the dlc, i would recommend doing this with a flash drive but you can still just re download the dlc from the main account it is on.
