No because you still need to be able to sign in to PSN to activate the map pack on your CFW so unfortunately you can not just wait for gitbrew to release there 3.55 and lower activator, basically we install a PKG file then activate our self

No idea only way is to get the act.dat file or what ever it is that activates the file
