Its not ALWAYS in the 20th round, some people gets it in round 15, I guess its random.

You get the song playing by finishing a round after being the only player left alive.

If your playing co-op and your friend/random guy die completely, if you complete the round you will hear the song as soon as your team mate respawns.
Same as with 3 and 4 players.
