That is correct. I've personally completed the easter egg on moon with less than 4 people. In fact, every step can be done with just a single person but you will need to use the new wave gun, then a gersch device, 2 QED's, and then another gersch device, in that order, so you need a bit of luck with the box to do the entire easter egg with just 1 person.
