I'm not sure of exactly how match making works, but making a new account won't match you up with only noobs.

i think its random and connection based, with my 15th acc i come with other 15ths but also with low level. With my second account level 26 i also get 15ths in the lobby...

having map packs will put you only in lobbies with other people who also have them,
those people are generally better, you'd see a lot more 15th prestiges.

I heard it was just based on KD.. you know there's tons of rumors everywhere though.

It connection based not rank based
If your on xbox you can play with noobs more often by changing a setting.
