This number being ever changing now makes it a theory because you can't get a finite answer. Another reason it's a theory is because there's no constant. Every number is a variable. The basic formula you would use would look something like ((X/Y)/Z). X=all players, Y=total kills, and Z=total deaths. Because people joining and creating new accounts X always changes, every second another kill is made so Y is always changing, and because a kill is made, someone is killed so now Z always changes. So once again, without a finite number in any of those places, you have a theory because you have nothing to give you even a remotely accurate number.
You do not have to look at it by number of players/accounts. It is irrelevant.
Rather look at the total kills, deaths, and suicides in the entire black ops game..
1 kill will always be equal to 1 death (not including suicides)
Here is the formula:
X = Total Kills
Y = Total Deaths (from another player)
Z = Total Suicides
Kill Death Ratio = X / (Y+Z)
The formula could also be this as the total kills will always equal the total deaths..
V = X (Total Kills) = Y (Total Deaths)
Z = Suicides
Kill Death Ratio = V / (V+Z)
