It might be possible to patch the 113 eboot without decrypting maybe not 100% until i try on the 109 . If even attempted you would need to know the exact offset on 113 that would be the hard part if it is changed since 109 & probably is..

That's why if you find out the NPDRM keys, then 1.13 would already be gone by now. The EBOOT can be decrypted and you would be running CFW (possibly). But not always true since you could do this on a 3.60+ PS3 as the 1.10 and up patches only allow firmwares at or above 3.60.

So I agree it's possible, but unlikely as of yet.
