I'm guessing there are at least 100 levels in this game to compensate for the amount of unlocks available! Let me know what you guys think

The 99 is the amount of squad points you would have to spend to unlock it.

Where'd you get this information from?

Squad points, confirmed when you rank you you get squad points, as soon as you made enough you can unlock anything you want along as you have the required points, then it resets and you must earn the required points again for the next thing

Still don't understand how you unlock these points.

From what I've seen leveling up and doing those contracts give you the points, I'd guess doing challenges and attachments would also give points
