It's a bug.

Pavelow's are glitched and usually DON'T count towards your killstreak when you actually have them selected as the 9 kill reward. They sometimes DO, but usually DON'T.

To make it more confusing, they sometimes DO count towards your killstreak when you get them in a care package.

It's been like this since the game was released, and it's annoying that they never fixed it.

i have known this forever now, and i like that they never fixed it =) i use pave low alot just because it owns

pave lows (even from care packages) and sentry guns count toward killstreaks if both are true: A) you have no deaths, and B) is the first sentry gun or pave low of the game.
