He is talking about the challenge that you have to kill two guys while in mid air... which could be done in Scrapyard by the engines.

btw has anyone tried this on some 'icey' surfaces? i cant as i already have the challenge.. i know of two off the top of my head, one in scrapyard and one in underpass..

Or you can just use the forklift in subbase like a normal person.
