The first part of this guide covers how to find boosters. This will probably be common sense for most of you, so you might not need to read the first part.
If you are going to read anything from this guide, read the "Fun Ways to Kill Boosters" section.
How to Find Boosters:
First off, you might want to have a booster-killing class if you are going to be doing this on a regular basis. It's not really necessary though. What you really need is a class with Cold Blooded pro and Ninja pro. Marathon is also a good idea, but not needed.
1. Are there boosters in your game?
Simple. Just watch the kill feed. If every other kill is with the knife, or the same two people over and over, they're obviously boosting. If there is one person dominating the round, and they have very few deaths, then you should really start checking the kill feed.
2. How do I find them?
Make sure you're using a class with Cold Blooded Pro and Ninja Pro. A Heartbeat sensor can also be a good idea, although most boosters will be using Ninja.
Know the common boosting spots. Look up "Booster Justice" on youtube (or find it here on NGU, it's been posted a few times before). The videos are about a guy just killing boosters all day (what a life) and shows some pretty common boosting spots.
Also listen for the tactical insertions. They're pretty easy to here. All you need to do is run around the map once while listening for that clicking sound, and you'll know where they are.
3. Now what?
The section below this say how to kill the boosters. Some things to keep in mind though: Be patient, usually try to come from the side so neither of them see you coming, and wait until the booster has at least 5 kills. That way, since he's probably trying to get a nuke, he won't be able to start over again, since he'd reach the 30 kill limit just as he reaches his 25 kill streak.
Fun Ways to Kill Boosters
Organized from least fun to most fun, in my opinion.
1. The Classic
Simply hunt down the boosters and take them out. Start with the booster after the person who's getting killed is respawing, and then kill him when he respawns.
2. The Explosives
Use C4, Semtex, or Launchers to take out both boosters at the same time.
3. The Javelin
Deserves it's own separate category, just because it's so funny. Find the boosters, and stay well out of their vision. Pull out a javelin, take aim, and fire.
4. The All Pro
If you have a sniper rifle, or even a high-caliber assault rifle with FMJ, you can crouch far behind the boosters, take careful aim, and with decent timing, get a double head shot. You get a pretty funny reaction from the boosters.

Well I've never seen anybody do this before, so sorry if you have and you believe that I read your mind and stole/posted your strategy.
This is my favorite part of MW2. Just doing this one move over and over to the boosters. The reactions from ones with mics are priceless.
Your timing has to be pretty good though, and sometimes the boosters figure it out fast.
Wait until the booster has killed the boostee, and then quickly run up, kill the booster, and take his place. Often enough the boostee won't even notice and will continue laying down his tactical insertions, until his buddy messages him and he figures it out.
One Tip: Watch the booster before hand. If he is knifing, use your knife too. If he's using his primary, use your secondary, so it looks like he just decided to use his other gun.
Only about 10% of the time to the boosters figure out what's going on.
20%- I get one kill and they figure it out.
50%- I get between 5-10 kills before they figure it out.
20% The clueless n00bs let me go the entire game and never figure it out.
Try the last strategy, it's so funny that you may cry.

couldn't be seen by them al low and behold they decide to return to the same damn spot again this time i waited untill he had his harriers to kill him. after i did they stopped boosting and left when the round started, so i sent them a little psn message telling them how bad they suck at boosting and how bad they suck at the game ect. so then after that a team of 4 boosters came into my lobby it was on rundown they decided to join in on, the 1st place they ran to was the gas station. so i set up my tac in the trees by the gas station and watched them boost for a little bit, (i had to learn the timing if their tac inserts so i could kill them all) before they even knew what happened i had pulled out my m203 and lobbed a few rounds into the gas station and then swited to my thumper and BOOM i had a multi-kill. they spawned and all went back to the same damn place so im like yay more multi's for me right? so i susiced and switch class to my sniping class again, set my tac up and rush in tac knifing all of them.

they then decided to switch locations. in the house by C base upstairs closest to the bridge. damn that was a bad idea because by then i had already sent invites/messages to 2 of my other friends to come in and help me rape their asses. they ended up being forced to play the damn game then they left after the round was over.
now back to the original 2 boosters, in the midst of all the above happening they decided to message me back saying *F* you, you suck, ect. (normal booster rage type of stuff) so i sent him a message and told him that if he sucks so bad he has to boost and then on top of that epicly fail at boosting that he needs to go play with his barbies.
he then decided to challenge me to a 2 v 1 game then changed it to 2 v 2 game, i picked a random person on my psn list to join in with me.
it was ironic that when i got into their private lobby that the map they picked was the 1st map they started trying to boost on (Terminal) scorfe was set at 7500 and no time limit. by the way their levels was a

level 70 in 10th prestige (hacked obviously since he only has 6 hours of game play) and his butt buddy at a level 34 in 1st prestige.
im on level 51 in my 4th prestige
ANYWAYS...... so i decide for the entire round that im just gonna quick scope these fools with my intervention w/thermal perk 1 was slight of hand pro perk 2 was stopping power pro and 3rd perk was commando pro my secondary WAS a m9 w/tac knife but shortly changed to w/e they had just to piss them off LOL =]
we started the round off with me having 5 quick scope kills by C base then they retreated to the plane where my friend unmercifully raped them with his mp5 a few times as they scrambled to get back into the plane. all the while i picked them off on the ramp to the plane and then used my ac-130 to beat down the noob that didnt have cold blooded on after i got 4 kills off of him i decided to wait a second and get another kill. sure enough they tried going back into the plane and popped him in his head as he got in the doorway. used my emp on

them and then sat back for a while and ran into the plane when it was clear. my friend and i camped out the plane and i quick scoped them as they came in, changing my position in the plane after every kill. i was in the cockpit when they decided to come in the rear of the plane and they picked my friend off and almost got me. i peeked around the door and popped one in the head that was laying down. then i got the other. the round ended with me getting the game winning kill cam with a quick scope popping both of them at once in the ramp thing from the A base.
Best part was before the round even started they were talkin mad shit. but when the round ended with my 31 kills and 7 deaths and my friends 21 kills and 6 deaths they had absolutly nothing to say.

on a side note i REALLY REALLY wish i can record because this would be up on youtube now if i could ='[ that is why it took so long to type the story out so that you could get the luls from this epic event without having to see a video of it, since i can't record.
