As funny as this is, it truthfully won't change a thing. I'm not going to lecture you on the moral righteousness that headshot boosting lacks (because, after all, this website condones cheating - as do I), though this isn't something that's going yield any accomplishment. If someone cheats while you're headshot boosting with them, simply add them to your ignore list and continue searching for someone who will do it legitimately with you.

There is no reason for you to complain about it on NGU - do you know how large the MW2 userbase is between both the 360 and the PS3? It's not feasible to think that you'll be able to create a list of illegitimate headshot boosters that someone could efficiently reference from. It just won't happen.
