Reading this very old article, it seems Infinity Ward was completely bought by Activision back in 2003.

Notice at the bottom it says:
"a number of key Infinity Ward employees have signed long-term employment contracts with the publisher".

Might two of these employees be Vince Zampella and Jason West?.. i think so. They signed contracts with the PUBLISHER (Activision). Therefore answering the question "could Activision fire them?" Yes they could!.. and did!

Why were they fired though?

Because IW and Activision had a disagreement, something about IW wanting to make a new game this year, I dunno, all I know is Activision said something about a breach of contract and fired Vince Zampella and Jason West.

It's worth remembering that they are based in California, and under law there they can leave and make a new developer free from Activision just like that. Just imagine it in 2 years, "Return to Duty: Killing Those Money-Whores!".
