I've seen it reported that you can not start this challenge until you reach rank 61.
Not true, I completed the challenge today.
You need to COMPLETE stealing 200 enemy care packages ( not EAD's )
at level rank 61 to get the Highjacker III points and emblem.
I would suggest waiting until rank 10 to start stealing them. ( unsure if they count before then ).

yeah, its not on the list of challenges

HIGHJACKER I , II , & III ( stealing enemy care packages ) is a hidden reward
you get points and emblems for stealing 5 , 50 , and 200 enemy care packages.
other parachute drops do not count towards the total.

I now this is not a glitch, but it is a hidden reward and has been mis-reported on othter threads.
