You can set the emblem, but it won't fully unlock it. Few people have it and have not shared.

    self SetcardIcon( "cardicon_prestige10_02" );

self maps\mp\gametypes\_persistence::statSet( "cardIcon", "cardicon_prestige10_02" );

I iz 1337 posted a code to fully unlock it, you just click the lock spot where it should be and it will set it, go look through his posts.

I don't remember :p
Mw2 posted a file but it didn't work properly.

I remember you posting one that it would set your emblem to the 10th and then if you want to change it you click the lock spot where the 10th would be and it would change it back to 10 :p.
