it dosent let me get a new one

Because when you did the glitch you were prob like level 20+ so you get to keep the killstreaks you already unlocked, so you wont get another unlock until you get to the level you would have gotten your next one at

Yeah exactly once you pass your before level then you will be able to unlock kill streaks.
