Personally i found it easy, i got it from a shotgun when to guys with snipers were trying to quick no-scope me xD

But a Shotgun is probably the easiest way to get a 1Shot Headshots.
Sniper would be a bit harder

My advise I wouldn't boost for this. Be patient and at the beginning of a highrise game you're bound to get it.
