Iv been stealing them in Cage Match's when HS boosting.

first off, have you stolen all 200 in one prestige ? you cant prestige, if you do you lose your count, and if i remember right they have to be red to count if they are emergency, but any of the regular care packages count, correct me if im wrong anybody.

I got it boosting in 3P cage ( no other way to do it )
Set up hardline, UAV and care package. Kill each other 3 times only and take each others care package. Call in your gunships at the end and use stingers or predators.
E drops do not count towards highjacker.
There is no counter on how many you have gotten, but they do accumulate from level 10. You will get the emblem when you reach level 64 and get your 200th steal.
This is a high XP method of boosting
But it takes 34 games to do it

By-Pass with friend - Cage Match - Emergency - Care Pack Glitch

well whenever i nuke boosted my friend, he called in e-drops for me a lot! and i never even got the fifty so i wouldn't trust the e-drop at all. if i were you guys i'd go resistance bypass and have a friend do the care package glitch over and over and over until you get it. it's the easiest way. if you can't do the bypass then do it in a regular cage match. if you don't know what "resistance bypass" is, then search it on youtube or google. great tutorials.

I believe the emblem is of a treasure chest? I'm also confused, I know I got Hijacker II, but I have yet to get Hijacker III, I always steal care packages when I get the chance

Guys, They only count on care package steals.
E drop steals do not count.
Do not waste your time boosting with e drops.
When a highjack steal is successful you will get a hickjack label come up and get 50 or 100 points. If you get no points it does not count toward the emblem.
