not noobs with noobtubes and OMA or scavenger,
or Marathon/lightweight/commando people.

so is it like a tournament because if it is i would like to join

I dont know how it would work im bad at setting things up. I might do it tho but they all seem to go up to shit.

maybe put a feeler out on NGU if peopel are interested in a tournament with these settings/rules. You'll probably want to offer some prize for winner(s). Also figure out a way to stop any cheating... resolve disputes and all. Good luck.
