The WA2000 has a base damage of 70. The head, neck, and chest all have 1.5x damage multipliers. This means that in those areas, it will do 105 damage, which is a one-shot kill. The stomach and limbs have a 1.0x multiplier, meaning it will take 2 shots to kill. Stopping Power adds a 1.4x multiplier, meaning that a shot in the stomach and limbs will still require 2 shots as it will only do 98 damage.
The silencer reduces sniper base damage to 50. Putting a silencer and stopping power WILL cancel each other out, as 50 * 1.5 * 1.4 = 105, which is the same as unsilenced and no stopping power shot to the head, neck, or chest. 50 * 1.0 * 1.4 = 70 which is the same as unsilenced and no stopping power shot to the limbs or stomach.
This being case in point, stopping power will have an effect when you do not have a silencer on.
