I think he is SUPPOSED to set of the EMP that happens for the missions after. Notice how he didn't stop the nuclear launch but their is no nuclear explosion? That might be what he is meant to be setting off. Maybe IW thought of sending you down their too to fight and clear it etc but might have gone for the EMP option or something. Wonder how that guy got in that view though...

iw is like that ALL the time. they map out things that the play cant see anyway, all it does is just lagg up the game. examples include the buildings when u could get out of karachi and favela. they mapped buildings, mountains, etc for miles. there were even boats(favela) that were mapped out!

simpily iw are wasting up space, so this can sometimes corrupt a good mulitplayer game. but why do they care? theyre swimming in their money anyway.
