You can get 10 FMJ's a game in the bathroom at Favela :y:
The counter at the exit of the place in Terminal is good too
Also the tunnels in Rust are good for getting FMJ's

* windows do not count as FMJ kills unless you get a 1 shot kill through them, so snipers only unless its hardcore.

* if you stop trying to get fmj kills they come easily, just play normally and you'll see you get a surprising amount of them per game.

I usually get an average of 5 a game at scrapyard.
