because originally they thought it would be hard enough to achieve and that it would really be an accomplishment getting one (+ they believed that if you were doing well enough to get 25 kills without dieing you should be rewarded with something great of give the other team something like a mercy rule). In the very beggining of this game, that was true, nukes were very few and far between. then as people started abuseing certain parts of the game like MLC + care package, and the overpowered killstreaks then they became more and more common. That dosent even consider the number of people who boosted for them. The idea of a super high killstreak is a good idea but they just made the killstreak too easy to get. In cod4 a 25 killstreak is a true achievement, in Mw2 its a failed idea to reward their players.
That said, it is not the killstreaks that ruined mw2 or was it the broken game mechanics, it is not even the people that use them that ruin the game. It is simply IW's fault for allowing them to be in there. in cod4 noobtubes were an annoyance, it is there fault that they became a problem. just like how there is no need for commando, sure the pro is fun where you dont take fall damage but that could just as easily be part of ninja pro or some other perk. it is also their fault for not fixing them with many simple fixes that i wont bother mentioning here. There will always be something in a game that is considered "noobish" or "broken" and complained about. The difference between those problems and the ones with MW2 however, are that those problems do not ruin an otherwise decent game.
