It creates codes (in GSC language) that are used in MW2 patches (PS3 and xBox and probably PC). So in order to use it to any actual purpose, you must decrypt your ps3 hdd using PS3 HDD Studio or PS3 HDD Toolbox and find the script that can be edited and that you can add codes to. Once you have found this you can use "iHc Patch Maker" to easily make the codes to put into the script file. Once you have done that you re-encrypt your ps3 hdd and put it back into PS3 HDD.
Just wanted to clear it up for some people who thought it was possible to easily create whole MW2 Patches and just install on ps3.

Im not disputing that, im just telling people that it can't conjure up an actual MW2 Patch that you just install on to PS3. It's title is quite misleading and I'm sure there will have been plenty who thought "oh at last, now i can mod Mw2 super easy" and are then completely disappointed. Im just informing people that you MUST decrypt your PS3 HDD in order for this to benefit you in any way.
