Tutorial:
Step 1: locate your GPAD0_CM.PRF file in PS3/SAVEDATA/BLUS30377-AUTO-/GPAD0_CM.PRF
Step 2: Open the file in any hex editor. I use Hex Fiend because I have a mac.
Step 3: Make sure you have 4 sets of four columns like so:

Step 4: Notice the selected values:

They control your sensitivity and have previously been used to get no recoil but no ability to look around.
Step 5: Delete all the values and replace them with 00 00 00 00
Step 6: Replace the first part of the values with 41-49 these values will allow extremely fast aiming without loosing the ability to look around. I recommend 41 or 42 higher values are nearly impossible to function with.

You were incorrect or unclear in explanation. I tried continuing to your hypothetical sensitivities and they were too high to even look left and right. It doesn't have to increase by 20 like you proposed. It actually is much more simple:
41 00 00 00 works almost like a value of 41,000,000. Changing any of the values after 41 would just make a smaller adjustment so this could also be used to tweak your sensitivity even more if you want to find your "perfect" sensitivity.

No, you don't even need to bypass the patch.

Yes there is, you can aim ridiculously fast with practice at 11 and 12 sensitivity.
