This is all in my own words , But some information is taken from him.

Ok , We know all .xex's are 1024-Bit RSA encrypted by InfinityWard. They are the only one's to have this key. Jtags can run these .xex's and play modded one's. That's why it's only possible to do 10th Lobbies with Jtags.

So Why am I talking about this?
Well , The fastfiles inside the xex's aren't encrypted.
Like Martin said , Inside Cod Waw's fastfile there were:
_mission.gsc (The main GSC file in a patch fastfile)
_rank.gsc (Basically , Does what it says)
_class.gsc (Class modding)
This is why it's so easy to do 10th lobbies on WaW.

The funny thing is , Inside the _class.gsc is codes to unlock camos.
Whats funny about that? There are no camo's in WaW and these codes are still left over from Cod4.

So How can I host 10th Lobbies without a Jtag?
Well This will obviously be very hard to do.
But the default.xex which contains Campaign and spec-ops will have to be removed. And add the rank.gsc. I currently have no clue how to do that.

So after that is done. These files will have to burnt to a disc (with the default.xex removed) This will mean , Like when a Jtag is loading the default_mp.xex , it will load directly into Multiplayer.
Then the fastfile will be injected into the default_mp.xex.

Martin is currently looking for a team of coders on how to do this when the new fastfile editor comes out.

Well xbox for hacks but i would rather sit through the intricate process if ps3 "hacking"

Nice xex overview, now I finally know how to do the _cgs on xbox without those other coding (company's use secret coding because of the popularity of the game). also if the older Call of duty games use GSC then they just changed up custom by using CGS
