Whilst Treyarch are doing exactly that over on their official forums, IW can't just "make the games themselves".
Firstly they need a publisher, to ship the games out and handle all of that, they then need a budget, then of course there's the problem of Activision literally owning the IW developer.
So what you were suggesting just isn't possible.
This is however where Respawn Entertainment comes into play. Under local law where the IW studio is members of IW can leave and join another developer before their contract is up, just like that. This is why btw there was that long battle between the members leaving and Activision over bonuses & royalties from MW2.
Anyway next thing is the EA-partners(or something like that) program, they just take in developers and stay out of their way, earning a much smaller profit than Activision did. This is precisely what Jason West & Vince Zampella(the two former IW studio heads) have become a part of, where they rather amusingly formed Respawn Entertainment.
So in a sense they're doing exactly what you suggested, just as best as the law will allow.
Anyway wouldn't it be awesome if all future CoDs get awful sale figures and then RE come in and make a blockbuster? I'd just love to see Bobby Koticks face in such a scenario =D
