Hunter128 and theUnknown.

Hunter128 only runs them for his friends and theUnknown used to run them for a fee, but he no longer runs them. If he does, he will not issue the challenges to you unless you are his friend.

Actually according to some people Hsx9 can do it too. I am surprised that someone with your post cost and rep status would ask about challenge lobbies..
