Yes it does, as you can see in many matches some people is trying to go through them using intervention an pretending to make QS but many fail, and some others know about it but need practice so, yes, it requires skill and hand ability specially.

guys in MW2 it takes way less skill than in CoD4, in CoD4 it actually took a decent amount of skill with the reg scope, while in mw2 just about anyone can do it

Quick scoping takes skill but its a virtually useless skill.

Well the difference between CoD4 and MW2 is that quickscopes actually hit in MW2. The hit detection sucked on CoD4, and that's the only reason I think it was harder.. And the only way I found to get the kill every time is by drag scoping, unless you acog. I think that more people got into quickscoping in MW2 is because more people had gained interest or began to find out about it as MW2 came out. And even if it takes less skill to get a quickscope in MW2, it takes a lot of skill to never miss more than 1 shot before you get the kill. I've seen idiots miss 5+ shots every time before they actually get a kill, that's just a lack of skill IMO.

There's certain ways to quick scope; Drag Scopes, Normal quick scopes where you see the person in your scope for a millisecond, Or the ones which look like you just tapped the aimer button and fired,

There is a few tricks for it too; Sensitivity matters, High sensitivity will help for your drag scopes, which in my opinion are more accurate than normal..

Firstly it depends on your definition of quickscoping, quickscoping in which the scope is fully brought up, and you quickly drag the crosshair onto the target and instantly fire takes quite alot of skill.

The type of quickscoping where you center your crosshairs and fire just as the scope comes up, does not take any skill because it uses the aim assist to do all the aiming.
It does require some quite precise timing to do it perfectly, but being able to time it, is the only skillful part about it, the rest of it is entirely down to the aim assist.

Oh and yesterday I got emp for quick scoping in tdm, and I got chopper gunner no ks by using only intervention fmj no scope

I say it takes skill because of the full technique to be able to concentrate on a target for a split second and to take the shot. I am trash at it but my friend (iLL x UnLeAsHeD) is undefeated so far. In my opinion, it can never be as skill full as actually sniping someone from across the map by ACTUALLY sniping.
