What Drove Shepherd To Ultimately Betray TF 141 Was When He Lost 30'000 Men "In The Blink Of An Eye" As He Described It When Terrorist Al-Asad Detonated A Nuclear Weapon. Shepherd Needed An Excuse To Release All Of the United States Military Force So When Makarov Came Into The Game He Knew That That Exposing Makarov By Sending A Man Under Cover, Joseph Allen, To Takedown Makarov With Evidence He Knew That When America Saw The Brutality Of These Terrorist Attacks There Would Be No Shortage Of Volunteers. Shepherd Is The First Antagonist To Be American.
