The gpado cm file is the file for the "options" in the pause menu.

In CoD4 you went to options and it turned on UFO mode. You have to do something like that but it still doesnt work in MW2 online.

It is actually not encrypted at all. Think of it as the values of the CVARs used to control sensitivity and stuff like that.
