they didn't add it because you never see his head and they didn't intend on people hacking it and doing noclip. On the fire scene they added only the arms because you won't see your body at all only your arms so it just wastes time to add those if the player won't see it.

I believe you can look down in that mission.
So You can see your arms and legs But not your head.

Maybe they decided to save memory.
