Go to private match.
Hold R1.
Press Start.
Go to Options > Button layout > More > Lefty Flipped.
back all the way out to the screen Still holding R1.
Hold L2 along with R1.
Press Start.
Go to Options > button layout > more > Default.
back all the way out and release the buttons.
Then Switch teams.

There lol, you can't move at all, or shoot, or knife, or anything.

There is an easier way to do this and it can be done in pubs.

Enter the game mode of your choice (works on any!)

Hold down either your PS3 button or your XboX button (yup it works on both!)

Select "Turn off controller"

When it asks you yes or no say "Yes"

There you go, now you can do w/e you want with the controller but you cant move!!!

There is one way that's even easier, I won't post it though because it involves you putting down the controller and not touching it... OH WAIT! I just gave away the secret.
