You can't charge users, or ask for rep to get in the lobby. Once your lobby has ended edit your post saying closed.

he as the newer 1 but his friends have old one what means...
if they turn it off they loose speed and that think and read before posting and dont post if not hosting...

Correct. But he still needs to turn PS3 off, on, and reload MW2.
